The National Science Foundation (NSF) intends to procure the software development of Zotero from the Center for History and New Media at George Mason University on a sole source basis. The implementation of this software will provide a user interface for the collection, management, and citation of research resources. Zotero is an open-source add-on, and also open-source to the Firefox Internet web browser. The Center for History and New Media at George Mason University is the sole source for creating the NSF customized form of Zotero and updates will not result in adverse effects to the application or user data.
The period of performance is October 1, 2009 through September 30, 2010. The proposed contract action is for services for which the government intends to sponsor with only one source under the authority of FAR 12.106.
