17. NOTE: THIS IS A PRE-SOLICITATION NOTICE ONLY. The Federal Bureau ofInvestigation (FBI) has a need to replace the existing Building Automation System
(BAS)/Automatic Temperature Controls (ATC) System using pneumatic controls with a Direct
Digital Controls (DDC) System, which uses an open communications protocol to nationally
recognized standards to ensure interoperability among manufacturers in the J. Edgar Hoover FBI
Building, 935 Pennsylvania Avenue, N.W., Washington, DC 20535. The work shall include, but
is not limited to, mechancial and electrical work. Primary elements of the work include:
demolition of existing controls and provision of new air handling unit controls, shaft damper
controls, pump controls, miscellaneous equipment controls, control tubing and wiring,
demolition, repair, firestopping, fan coil unit controls, chiller plant controls, refrigerent leak
detection, exhaust fan controls, and heating system controls. Detailed requirements and
specifications are included in the Solicitation. Estimated construction cost is between
$1,000,000 and $5,000,000. Tentatitive release date for the Solicitation to be determined.
