The Robley Rex VA Medical Center in Louisville, Kentucky intends to sole source a requirement to C-Tech Controls. The scope of work for this requirement is to provide all labor, material, equipment and expert supervision needed to accomplish the following: 1. Campus Metering Network a. Re-configure CISCO switches to restore communication between water tower, buildings 3 & 4 and the metering network server in building 21. The CISCO switches are all Catalyst 3560G Series. This re-configuration is required due to lack of knowledge of original password for all switches and re-routing of communications lines due to construction of building 24. Contractor will need to work with the building 24 contractor to integrate building 24 CISCO switch into routing through bldg 3 switch. b. Train VA employee how to restore proper switch configuration in the event the switch dumps its configuration. c. Reset passwords for associated switches and train VA employee how to perform this function. d. Provide the VA project manager with all software/hardware needed to perform the above functions (Software, cabling, etc.; VA is supplying Windows XP laptop). 2. Water Tower Controls a. Upgrade existing control system and expand control to the two by-pass valves in water vault behind parking lot 6. i. Replace the existing Modicon PLC with a more robust controller (Allen-Bradley or acceptable equal). Controller should be sized to handle the existing I/O plus all additional I/O needed to control by-pass valves and any other requirements to make system function correctly. ii. An AB PanelView Touch Screen Interface (6" screen) or acceptable equal shall be incorporated into the project for greater ease of use. iii. The contractor shall replace the existing pressure sensor in the water tower vault and replace it with a more robust sensor with a contractor provided 5-year full warrantee of calibration. If the sensor fails or drifts from its calibration within 5 years, the contractor shall replace the sensor at no cost. iv. Contractor is to either modify existing control panel in the secure fenced area under the water tower or is to provide a new control panel with security fencing at the water vault behind lot 6. The new fencing shall be identical to existing security fencing around the water tower. Again, the PanelView Screen must be within secure fencing. v. The sequence of operation for the control of the water tower supply water valve (fill valve) in the water tower vault and the two by-pass valves in the water vault behind lot 6 shall be as follows: 1. When the water tower reaches its low level, the controller shall open the fill valve and the two by-pass valves. 2. When the water tower reaches its high level (full), the controller shall close the fill valve and the two by-pass valves. b. Bridge Metering network to INet network to allow data from water tower PLC to be accessed by INet system and such that water tower valves can be controlled and monitored via INet (Struxureware). c. Create INet page with alarms for high/low levels, valve positions, controls status, etc. 3. Hot Water System Controls a. Connect Trane PLC to INet network. Add extended I/O module as required. b. Install temperature sensors, etc. necessary to monitor water temperature at outlet of both main mixing valves, 35 ft downstream of mixing valves on C&E leg and main leg, the inlet and outlet sides of Leslie steam heater for recirculation line, and one on the hot water bypass line (7 new temperature sensors), and connect to existing Trane PLC. All sensors must be installed in thermowells. c. Create INet page with alarms for high/low temperature, temperature values, valve positions, controls status, etc. 4. Related Work a. Upgrade INet licenses to the most current version. b. Install and configure Struxureware on one workstation (Bldg 21, room 21101a). Transition all INet pages to Struxureware, and setup/configure 5 PCs to utilize Struxureware web pages. c. Configure INet so that any time a setting is changed in INet (i.e., valve is placed in manual) a log entry is created that records the action and which login made the action with timestamp. This log shall be displayed as low priority alarm on the alarms page. 5. Provide and install two Windows 7 desktop computers with 17" monitors to view INet via web pages. a. Boiler Plant Supervisor's office (Bldg 21) b. Engineering Assistant Chief's Office (Bldg 1) This project requires the installation of proprietary controls manufactured by T.A.C Controls International. C-Tech Controls Inc. is the sole factory authorized representative and installer for these controls and no other source can fulfill this requirement.
