Sources Sought Synopsis: The Bureau of Reclamation requires the fabricating of a floating/rolling bulkhead gate for the Nimbus Dam spillway (overflow weir), located approximately 15 miles east of Sacramento, California, in the Sacramento County. The NAICS code is 234990. In accordance with the Federal Acquisition Regulation (FAR) 19.1305(b) set-aside procedures, the Contracting Officer is issuing this Sources Sought Synopsis to determine if there is a reasonable expectation that offers for this construction service will be received from two or more HUBZone small business concerns, and the award of a contract for such construction can be made at a fair market price. Should there be insufficient response to this Sources Sought Synopsis by July 17, 2003, a solicitation will be issued based on a price evaluation preference for HUBZone small business concerns in accordance with FAR 19.1307. The following work is required by this solicitation: 1) design one bulkhead that can be installed in any of the eighteen (18) radial gate bays, each 40 feet wide, of the Nimbus Dam; 2) fabricate the bulkhead in accordance with the design drawings developed; 3) deliver, install in radial gate bay #12 of the dam spillway, test bulkhead for proper fit, modify sealing system; 4) remove the bulkhead to the storage facility; 5) design a storage facility for the bulkhead; 6) construct the storage facility; and 7) provide as-built drawings and comprehensive operational instructions for the bulkhead. The magnitude of this proposed project is between $500,000 to $1,000,000.
