This contract action is being accomplished using other than competitive procedures due to statue that exists and expressly authorizes or requires that this acquisition be made from a specific source or through another agency, specifically FAR 6.302-5(b) (4) for sole source awards under the 8(a) program (15 U.S.C. 637(a)) and in accordance with 13 CFR 124.1-1(c) and FAR 19.8.

The work will be performed in parts of Stoddard County, Missouri and consists of furnishing all plant, labor, and materials for clearing and snagging of Mingo Ditch, to include clearing, snagging, and disposal of debris/material; seeding and mulching; and environmental protection.
