US Army Corps of Engineers (USACE), Walla Walla District is seeking small business sources for a construction project titled: Milton-Freewater Nursery Bridge Drop Structure Emergency Repair Rehab.
The work is located on 339 Eastside Road just off Highway 11 in Umatilla County, Oregon. This will be a firm-fixed-price construction contract. Construction magnitude is estimated to be between $500,000 and $1,000,000, and 100 percent performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction, and the associated small business size standard is $33,500,000.
This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information (items one though five) will be used in determining whether to set aside this requirement.
1) Capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity (current or past technical experience.) Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. Include a list of projects with descriptions that are similar in nature.
2) Reference list for each of the projects submitted in 1) above. Include the point of contact, title, phone number and email address.
3) Statement of your firm's bonding capacity.
4) Statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), woman-owned).

Summary of Scope of Work:
Work is to repair the drop structure and replace riprap that has washed away. Work involves the following: excavation of area where new gabions and riprap will be placed, armor plating across face of the concrete drop structure, installation of new gabions (approximately 139 feet by 33 feet), shotcreting new gabions, placing new riprap (approximately 120 feet by 9 feet) downstream of new gabions and a post work land survey. Armor plating is one row (approximately 156 feet) of 4 feet by 8 foot stainless steel plates.
