Construction Project:
The purpose of this work is to repair the drop structure and replace riprap that has washed away. Work involves the following: excavation of area where new gabions and riprap will be placed, armor plating across face of the concrete drop structure, installation of new gabions (approximately 139 feet by 33 feet), shotcreting new gabions, and placing new riprap (approximately 120 feet by 9 feet) downstream of new gabions. Armor plating is one row (approximately 156 feet) of 4 feet by 8 foot stainless steel plates.

Place of Performance is in Milton-Freewater, Oregon, just downstream of the Nursery Bridge, which is located at approximately 905 Eastside Road. Period of performance is anticipated to be mid July through mid September 2014.

Solicitation Number W912EF-14-B-0011 will be posted to the Federal Business Opportunities (FBO) website on or about May 15, 2014. The solicitation will be an Invitation for Bid (IFB.) Bids will be due no sooner than 30 calendar days after actual solicitation issuance date. A site visit will be offered approximately 2 weeks after the solicitation is made available to bidders. Refer to the solicitation for details regarding the site visit. The bid opening date will be contained in the solicitation and any solicitation amendments that may be issued.

Construction magnitude is estimated to be between $500,000 and $1,000,000. Performance and payment bonds in the amount of 100 percent of the contract price are required. A bid bond is required in the amount of 20 percent of the total bid price. The North American Industry Classification System (NAICS) code for this work is 237990, Other Heavy and Civil Engineering Construction. The small business size standard is $33,500,000 in average annual receipts. This project is set aside 100 percent for small business concerns.
