Synopsis: The Department of Veterans Affairs, National Cemetery Administration is soliciting offers from experienced qualified Small Business concerns to provide all labor, supervision, materials, equipment, and supplies necessary to Procure and Landscape 7,100 each Asian Jasmine Plants at Sacramento Valley National Cemetery for 45 days after receipt of award. The Contracting Officer (CO) is Erwin Fernandez, 510-637-6287. Bids will only be accepted by mail. Each Offerror must have a regular established firm in the business called for, who are financially responsible, and able to show evidence of their reliability, ability, experience, facilities and personnel directly employed by them to render prompt and satisfactory service. Contractors that can meet the requirements of the RFP are requested to take into consideration the complexity and extent of the services to be performed. The VA is issuing this Request for Proposal in accordance with Part 15, Technical capability, past performance/client satisfaction and scheduling/phasing, when combined are significantly more important than cost/price. This acquisition is restricted to Small Business Concerns Owned. The estimated services cost range between $55,000 to $65,000. NAICS is 561730, Landscaping Services, is applicable to this acquisition with a Business Size Standard of $7 million. There will be no further pre-announcement of when the solicitation will be posted; however, solicitation documents will be available electronically on or about 29 March 2011 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. Prospective offerrors are encouraged to attend the site to familiarize themselves with the project, project site and conditions which may affect your cost proposal. Upon review of the solicitation documents, prospective offerrors are encouraged to provide questions and comments, in writing, in regards to solicitation documents prior to a site visit, questions are to be emailed to the CO. Solicitation number VA-786-11-RP-0176 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. All interested parties must register on the FedBizOpps site in order to receive notification or changes and/or new postings to the solicitation. Interested firms are reminded in the Central Contractor Registration (CCR) and FAR Part 4, 12, prospective contractors must complete electronic online annual representations and certifications (ORCA) databases prior to award of a contract. All small business offerrors submitting an offer must be registered and will be verified by the Contracting Officer in CCR and ORCA/Representation and Certifications.
