The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: Asotin Slough Habitat Management Unit (HMU). The work is located on the Snake River near the city of Asotin, Washington (Asotin County). This will be a firm-fixed-price construction contract. Construction magnitude is between $25,000 and $100,000. Performance and payment bonds equaling 100% of the contract award price will be required. The North American Industry Classification System (NAICS) code for this project is 238910 (Site Preparation Contractors) and the associated small business size standard is $14,000,000.

This sources-sought announcement is being issued to identify small business concerns with the capability to accomplish the work. This is not a solicitation. Only those firms responding to this announcement by submitting the following information will be used in determining whether to set aside this requirement.

Please provide the following:

1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel.
2) A statement or list of your firm's current or past technical experience similar to or the same as the summary scope of work and construction magnitude for this requirement. Include a brief description of each project scope, schedule, and dollar value.
3) A statement or list of your firm's current or past performance similar to or the same as the summary scope of work and construction magnitude. Include a point of contact name, phone number and email address.
4) A statement of your firm's bonding capacity.
5) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a)).

Using USACE supplied plans and specifications, the contractor will accomplish the following Scope of Work. All work will require the Contractor to follow the procedures in the Army Corps of Engineers Safety Manual, at http://www.usace.army.mil/CESO/Documents/EM385-1-1FINAL.pdf.




Summary Scope of Work

The Asotin Slough Habitat Management Unit (HMU) is owned, managed, and maintained by the U.S. Army Corps of Engineers. The Asotin Slough HMU is located on the Snake River in Asotin County, Washington (T10N, R46E, Section 22). The HMU is located on the southwest bank (Washington side) of the river and consists of approximately 79 acres.

The purpose of this project is to mitigate habitat that was inundated by the lower Snake River dams. The original project connected the slough to the river. The construction was completed in Nov 2009, but high-water in June 2010 scoured areas along the slough before the vegetation was established. This project will repair the scour areas along the slough.

The proposed project will repair scour areas along the 2,800 foot slough. Cobble will be placed to line the bottom of the channel at the upstream and downstream sections of the slough. The intent of the cobble placement is to protect existing trees along the Snake River in the HMU. The existing soil along the slough will be spread to repair the planting benches adjacent to the slough.

Contractor shall furnish all labor, equipment, plant, material, supplies and incidentals, and perform all work necessary for the slough repair, cobble protection, to include foundation preparation and placement of cobble.

The existing, graveled parking area adjacent to the site will be used to establish a construction staging area. The site is approximately 3700 square feet in size and is readily accessible.
The contractor shall comply with all Washington state requirements of the Storm Water Pollution Prevention Plan (SWPPP).
The Government will provide the typical cross sections to the Contractor for quantity estimates.
The estimated construction period of performance is August 2011 to October 2011 when high Snake River flows recede and flowing water in the slough is not present. All physical work is outdoors.
