The Freeway Corridor Specific Plan (FCSP) area provides the largest undeveloped area in Yucaipa (City), comprised of 1,242 acres of land, and is poised to capture the regional demand for commercial and residential uses. Pursuant to the General Plan, the FCSP’s objective is to provide for a complete community and is situated in an ideal location to integrate with local and regional transportation systems. The existing FCSP was originally developed in 2007/8, right before the great recession that resulted in dramatic changes to the retail and commercial industry. Since the adoption of the FCSP, the City has also completed a comprehensive General Plan update, which was adopted in 2016. The City is, therefore, looking to amend the FCSP to reflect the and support the policies provided within the 2016 General Plan update, provide consistency with the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS), and to reflect the current and projected needs of the commercial and residential market to support the future development of the area. Policies, programs, and details would be added to focus on new residential development around transit opportunities, and would support the strategic growth goals for the City. The current layout and designation of some of the residential uses would be modified to encourage development within key corridors of the FCSP area to integrate better to the proposed commercial uses, and to leverage planned transportation system assets, such as the Yucaipa/Redlands Freeway Express. As part of the update, the land use arrangement, including the density, location, and design of the land uses, would be assessed and modified to better align with market demands, resulting in a better private investment opportunities for the development of the project area. In addition, consideration would be made to more effectively to facilitate planning for infrastructure development as well as planning for future regional transportation connections. It is anticipated that the update would encourage a clustered development design approach through the development standards for some of the residential districts to reduce roadway and infrastructure development costs, while providing sensitivity to, and highlighting the natural resources within the area.
