The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Micro Lambda Wireless, Inc. located in Fremont, California on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for Yttrium-Iron Garnet Filters with digitally programmable bandpass and band-reject (notch) center frequencies to support test and measurements of frequency-agile devices that monitor radio spectrum activity.   

Specific Requirements for the wavemeter are as follows:

Programmable YIG Bandpass Filter--

RF center frequency tuning range - 650 MHz to 6 GHz.

RF passband bandwidth – Rejection 3 dB or less: 15 to 20 MHz; Rejection 30 dB or less: 40 MHz or less.

RF passband loss - 12.0 dB or less.

RF impedance matching characteristics in passband - VSWR 2:1 or lower (50 Ohm reference impedance).

RF input compression levels in passband – 0 dBm or greater.

Benchtop instrument packaging - center frequency display and control on front panel; AC power mains jack for 110 V; Coaxial input and output connectors; USB, serial, or ethernet connector for PC digital control.

Software automation support - include any software drivers, documentation, and perpetual license needed to control the filter center frequency and to determine whether the center frequency has settled (if this requires longer than 10 ms).

Programmable YIG Bandreject (Notch) Filter.  

RF center frequency tuning range - 650 MHz to 6 GHz.

RF stopband bandwidth about RF center frequency – Rejection 3 dB or less: 150 MHz or less; Rejection 10 dB or greater: 60 to 70 MHz; Rejection 40 dB or greater: 25 MHz or greater.

RF passband loss averaged across DC – 7 GHz: 3.0 dB or less.

RF impedance matching characteristics in passband - VSWR 2:1 or lower (50 Ohm reference impedance).

RF input compression levels in passband – 0 dBm or greater.

Benchtop instrument packaging - center frequency display and control on front panel; AC power mains jack for 110 V; Coaxial input and output connectors; USB, serial, or ethernet connector for PC digital control.

Software automation support - include any software drivers or documentation needed to control the filter center frequency and to determine whether the center frequency has settled (if this requires longer than 10 ms).

This shall be provided and accomplished in accordance with the statement of work attached herein.

NAICS Code is 334515 – Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a Size Standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Micro Lambda Wireless, Inc. for this requirement.

Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 09/02/2021. Any questions regarding this notice must be submitted in writing via email to [email protected] .
