YAMHILL COUNTY YAMHILL COUNTY TRANSIT AREA PUBLIC TRANSIT OPERATIONS AND MAINTENANCE SERVICES Proposals Due 5:00 pm, August 30, 2019 REQUEST FOR PROPOSALS JULY 19, 2019 Notice is hereby given that the Yamhill County Transit Area Board of Directors and Board of County Commissioners of Yamhill County, Oregon ("the Board") is currently soliciting proposals from qualified companies to provide services for the operations, and vehicle maintenance for the Yamhill County Transit Area public transit system, to be effective February 1, 2020. The Board is interested in establishing a contract for bundled services with a single provider for all services. This Request for Proposals (RFP) is intended to provide interested companies with sufficient infor mation to prepare and submit proposals for consideration by the Board. It is the Board's intent to select the most advanta geous proposal based on the evaluation criteria stated in this RFP. A copy of the "Requests for Proposals for Public Transit Service Provider is available at no charge from the Yamhill County Board of Commissioners, 434 N.E. Evans Street, McMinnville, Oregon 97128, telephone (503) 434-7501. Responsive Proposals for Yamhill County Transit Service Provider must be physi cally received in the office of the Yamhill County Board of Commissioners, 434 NE Evans Street, McMinnville, Oregon 97128 not later than 5:00 p.m. local time on Friday, August 30, 2019. The Board or its designee will complete an evaluation process of all proposals meeting the criteria defined in this RFP. An evaluation committee will determine the most qualified proposers for interviews. The selected proposers will be invited to participate in an interview process. The selection process will be completed by the Board or its designee and will use the Evaluation Criteria incor po rated in the RFP. Following receipt and review of proposals for Yamhill County Transit Service Provider, interviews will be held at a time and date to be announced. Proposer desig nees/representatives must be available for the interview and must be prepared to respond to detailed questions regarding their company composition, qualifi cations, and other criteria. After recom men dation by the evaluation committee and inter views, the Board will then desig nate the high est-ranking proposer for negotiation of a contract for Yamhill County Transit Service Provider. The Board reserves the right to reject any or all proposals received that are not in compliance with all prescribed proce dures and requirements. Furthermore, Yamhill County (i) may reject any and all proposals upon the finding that it is in the public interest to do so, and (ii) reserves the right to waive any and all minor infor malities to evaluate the proposals submitted.
