SOLICITATION NOTICE This solicitation is 100% set-aside for verified Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Project Title/Number: Design-Build (D/B) Services, Upgrade Lake Nona Endoscopy Rooms, Project 675-24-104 Description: This notice is for PHASE I proposal submission only. Phase I proposals will be evaluated to determine which offerors will submit proposals in Phase II. ONLY those offerors that are selected for Phase II will be notified with instructions for PHASE II proposal submission. Please refer to solicitation 36C24825R0010 and attachments for further requirements. The Department of Veteran Affairs (VA), Veterans Integrated Service Network (VISN) 8 has a requirement for the design and construction services to include all labor, materials, tools, equipment, supervision, and all other resources necessary for the design and construction of the project described herein and other specific tasks as further defined by this Request for Proposal (RFP). Period of Performance: 420 calendar days after issuance of the Notice to Proceed (NTP). Place of Performance: Department of Veterans Affairs, Orlando VA Medical Center, Lake Nona Facility, 13800 Veterans Way, Orlando, FL 32827. Magnitude of this Project: Pursuant to VAAR 836.204(f)(2), between $2,000,000 and $5,000,000. NAICS Code: The associated North American Industrial Classification System (NAICS) code for this procurement is 236220 Commercial and Institutional Building Construction, with a small business size standard of $45.0 Million. The Product Service Code is Y1DA Construction of Hospital and Infirmaries. This solicitation will be evaluated on trade-off source selection process, providing the best value to the Government. The source selection process will utilize FAR Part 36.6 Two-Phase Design-Build Selection Procedures and FAR 15 to evaluate proposals and award the contract. At the time of proposal submission, all interested firms must have current registration in the System for Award Management (SAM) www.SAM.gov and certified as a Service Disable Veteran Owned Small Business in Veteran Small Business Certification (VetCert) at www.veterans.certify.sba.gov. Proposals of contractors not registered/certified in both databases will not be considered for award. Green Environmental Management System (GEMS): Contractors selected for award of this contract are expected to be good stewards of the environment by complying with federal, state, and local environmental laws and other requirements such as medical center policy and project specifications. In addition, contractors should incorporate pollution prevention and waste minimization into operations.
