The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project for Upgrades to the lighting, switches and branch wiring in selected buildings and areas at the US Army Garrison Natick Soldier System Center, Natick, Massachusetts to determine the interest, availability, and capability of Service-Disabled Veteran-Owned, 8(a), HUBZone, Economically Disadvantaged Women-Owned and Small Business concerns as described below. The NAICS code for this procurement is 238210. The estimated construction cost is between $1,000,000 and $5,000,000. The project is planned to be issued on or about 1 July 2011 and the contract performance period is 12 months.

Renovate and replace all standard switches to occupancy sensors within selected building and areas. Renovate and replace all exterior lighting on poles, buildings and structures throughout the installation with energy efficient lighting fixtures. The construction contract will include the following:

Replacement of existing building mounted site lighting with high efficiency lighting and motion detectors/sensors. The design includes high efficiency LED fixtures;

Replacement of existing pole mounted site lighting with high efficiency lighting and motion detectors/sensors. The design includes high efficiency LED fixtures;

Replacement of existing interior lighting and switch control with high efficiency lighting and occupancy sensors. The design includes high efficiency fluorescent and LED fixtures;

The upgrades will be constructed in accordance with ASHRAE 90.1;

Replacement of existing non-LED exit lighting with LED exit lighting with battery backup in accordance with NFPA 101;


Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.); bonding capacity, qualifications and experience in performing the high voltage work requirements stated above; and proof of capability of completing projects of this type given tight time constraints. Please include an example of the firm's experience with this type of construction and coordination. Responses are due June 10, 2011. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Elandria M. Cameron. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided.
