The U.S. Army Corps of Engineers, Transatlantic Afghanistan District intends to issue a Request for Proposal (RFP) limited to competition among Afghanistan Companies, as authorized by Section 886 of the National Defense Authorization Act and prescribed under DFARS 225.7703-1. It is the Government's intent to award a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) to five (5) best qualified Afghanistan Construction Companies who shall be responsible to provide general construction services throughout the Kabul Province, Afghanistan. Use of this MATOC will provide the Government with a method that can facilitate construction of projects identified as less complex construction requirements (under $7.8 million), which may include a compressed or short duration project timeline execution.
The resulting contract shall be for two (2) years, one base year with a one one-year option. The Government will evaluate and select five best qualified Offeror(s) for contract award providing a Proposal that is determined to be the best value to the Government with consideration given to both the technical evaluation factors and price. Task orders issued under the MATOC contracts will primarily address new construction, i.e., (Site-Adapt, Design Build and Design Bid Build projects), de-mining operations, site assessment, building renovations and road and pavement repair. The total contract capacity of the MATOC will be $50,000,000.00 over the life of the contract.
The award for this procurement will be made in accordance with applicable Federal Acquisition regulations the applicable NAICS code is 236220. The scale of identified requirements is between $30,000.00 and $7,800,000.00. The solicitation plans and specifications for this procurement will be issued on Army Single Face to Industry (ASFI) and Federal Business Opportunities (FEDBIZOPPS).
