This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This Sources Sought Synopsis is a market survey being conducted by the St. Louis District, Corps of Engineers to identify Small Business Contractors with experience and qualifications for construction of a pump station with two 30,000 gallon per minute pumps. Responses should include a brief capability statement of no more than three pages indicating past experience with construction of large structures of this type and size. This requirement will include but not be limited to large cast in place structures, extensive excavation/earthwork, cofferdam design/construction, care of water (including excavation dewatering), electrical work of this type, and pump installation of this size and type.

Description - Ted Shanks Pump Station is a cast-in-place concrete structure constructed within the Mississippi River levee. Each of the 30,000 gpm line shaft electric pumps are reversible and installed on top of a metal formed suction inlet. The pump motors are supported on base plates anchored at the operating level of the station. The station is essentially buried in the levee fill and founded on 66 HP14x117 friction piles. The station footprint is 63.5 feet long (north to south) and 38 feet wide (managed side to river side) at the base. It is founded at El. 437.0 and the sump is at El. 441.0. The top operating level of the station is at El. 470.0, with a localized electrical equipment pad on the managed side at El. 470.25. The levee fill at the station is at El. 469.5. The station is situated at the managed side of the widened levee crown at the station. Electric to the site is scheduled to be done by others.

Both the river side and managed side of the station are fed by and drained by supply channels which terminate at sheet pile headwalls. Flow into the station beyond the headwalls is provided by two 84-inch diameter reinforced concrete pipes (RCPs) at the south end of the station, one on the river side and one on the managed side. Flow out of the station is provided by two 72-inch diameter RCPs at the north end of the station, one on the river side of the station and one on the managed side. Each RCP penetrates the wall of the station and is sealed by a resilient manhole connector.
