The U.S. Army Corps of Engineers, New York District is issuing this Sources sought Notice to determine if there is an adequate number of interested and qualified SBA certified 8(a) firms serviced by SBA New Jersey, New York and Pennsylvania District offices, HUB Zone or Service-Disabled Veteran Owned Small Business firms having the capability (Experience in Electrical or Structural Steel or Photovoltaic Carport Construction) and bonding capacity for the following effort: Construct a new 250 to 500Kw solar voltaic carport.

The work for the new photovoltaic (PV) carport system includes but is not specifically limited to: construction of foundations, galvanized structural steel system, installation of solar panels, PV inverters, and electric site work to included interface with the exiting commercial power, existing building electrical system and emergency generator system. The project work also may include some minor demolition of existing pavements, patching of existing asphalt parking area, re-striping of parking area, relocation of existing active utilities, and minor general site improvements and/or landscaping.

Responses to this sources sought will be used by the Government to make an appropriate procurement decision. If qualified firms do not respond to this Sources Sought Notice the project may be acquired under full and open competition. This project is currently planned for advertisement in December 2008 or January 2009 with award scheduled in March 2009. Contract duration is estimated at approximately 365 calendar days. The North American Industry Classification System (NAICS) code is 236220. The business size standard is $33.5 million. The estimated price range is in excess $3,500,000. The Contractor shall perform on the site, and with its own organization, work equivalent to at least fifteen percent (15%) of the total amount of work to be performed under the contract. All interested businesses should notify this office in writing by mail or fax by 16 December 2008, 10:00am local time. Responses should include: (1) Identification and verification of the company as an SBA certified 8(a)firm by SBA New Jersey or New York district offices, HUB Zone or Service-Disabled Veteran Owned Small Business, and all Small Business; (2) CAGE Code and DUNS Number; (3) Past Experience through the description of completed projects that are similar in size, scope and complexity to the proposed project, and the percentage and type of self-performed work; (4) Capability of obtaining performance and payment bonds for a project in the dollar amount (price or range) listed above, and; (5) A statement verifying the contractor is capable and will perform 20% of the work and the type of work to be self-performed and firm capabilities including a complete list of all permanent employees, name, title, and a brief description of their function (roles and responsibilities).
