NOTICE TO OFFEROR; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS REQUEST FOR PROPOSAL (RFP) UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS RFP EITHER BEFORE OR AFTER THE RFP CLOSING DATE.

The 410th Contracting Brigade Regional Contracting Office, Soto Cano AB, Honduras intends to Issue a Request for Proposal (RFP) to award a single firm fixed price contract to provide all labor, tools, materials, equipment, transportation, supervision and other items to upgrade existing restrooms and multipurpose Gym Hangar located at Mariscal Zavala Brigade in Guatemala City, Guatemala. The statement of work (SOW) includes:

1. Restrooms: Contractor shall improve existing restrooms (female and male). Existing restrooms have the following configuration: 3 toilets, 1 urinal, 1 sink, and 2 showers (male side) and 3 toilets, 1 sink, and 2 showers (female side).

1.1. Contractor shall replace existing toilets and add two additional toilets (total of 5 toilets in each side (female and male). The two new toilets shall be installed at the existing shower location.
1.2. Contractor shall replace sink and urinal faucets (total of four faucets) in each side.
1.3. Contractor shall remove existing wall (250 square meters) and floor tiles (80 square meters) with new tiles. Contractor shall construct 5 showers in each side.
1.4. Contractor shall construct shower stall wall using blocks to replicate existing layout

2. Gym Hangar: Contractor shall provide and install the following at the Gym Hangar:
Replace wooden sliding door tracks on base of floor for two double sliding wooden doors (10 ft x 10 ft) each, and front court entrance (10 ft x 10 ft).
Contractor shall replace approximately 6 Ceiling vents (Roughly 3ft x 3ft).
Contractor shall clean court walls, windows, doors, and floors.

The above general outline of the principal features of work does not in any way limit the responsibility of the Contractor to perform all work required by the SOW, plans, and specifications.

PROJECT MAGNITUDE IS LESS THAN $25,000

The period of performance is 30 days after receipt of Notice to Proceed.

This procurement will be issued as unrestricted. All responsible sources may submit a proposal. The office proposes to post RFP# W912QM-13-R-0001 to the FedBizOpps website (http://fbo.gov) on or about 20 November 2013 with an estimated 30 calendar day's response time. Once the solicitation is issued, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.

Contract award may be determined using the Source Selection procedures in FAR Part 15. All contractors are reminded, in accordance with DFARS 252.204-7004, Alternate A, System for Award Management (SAM), that lack of registration in the SAM system BY AWARD DATE may make a contractor ineligible for award. Please acknowledge all requirements in proposals. All interested parties are encouraged to attend the site visit. NO PARTIAL QUOTES WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE.

No response to this notice is necessary. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Any questions, requests for information (RFI's) etc. relating to the upcoming solicitation must be submitted in writing via email to the individuals designated in the solicitation. Telephone requests for packages, questions, RFI's etc. WILL NOT be accepted.
