PRESOLICITATION NOTICE DESIGN AND CONSTRUCTION FOR THE MOSUL DAM ENHANCED GROUTING PROGRAM SUPPORT GOVERNATE OF NINEWA, IRAQ 1. Contracting Office Address: United States Army Corps of Engineers, Gulf Region North, COB Speicher, APO AE 09393 3 Project Information: The Mosul Dam Enhanced Grouting Program Support project is a design/build construction located in Mosul in the province of Ninewa, Iraq. The scope of work for this project inclu des design, construction, procurement, transportation, fabrication, delivery, installation and commissioning of four grout mixing plants each with a 22-25 cubic meter per hour capacity with associated support equipment, and cement storage silos to provide a total storage capacity of 6,000 tons. Work for the cement silos includes on loading and off loading conveyance systems, electrical design, and design of concrete footings and associated items. The estimated price range for this design/build constructi on project is between $5,000,000 to $10,000,000. Contract duration for this requirement is 180 days. The North American Industry Classification Code is 236210. 4. Selection Criteria: This requirement will be firm fixed price contract to be procure d using Best Value Lowest Price Technically Acceptable type contract. The Contracting Officer will award a firm fixed-price contract to that responsible Offeror whose proposal the Source Selection Authority has determined conforms to the solicitation, is f air and reasonable, and offers the best overall value to the Government, considering all non-price factors described herein, and price. The successful Offeror must have submitted a clear and concisely written proposal that gives the Government confidence in the Offerors ability to meet the Governments solicitation requirements. Offerors must demonstrate a thorough understanding of project requirements and a commitment to performance in accordance with the RFP in all aspects of project execution. Submittal Requirements: To be considered for this project a company must provide the following d ocumentation : i. Company background description that is significant towards engineering and design capability along with the capability of project management. ii. Three (3) previously completed projects in the Provinces of Ninewa, Dohuk, Er bil, Salah Ad Din, Kirkuk, Diyala, and Sulaymaniyah. iii. Three (3) projects that were technically acceptable by the customer and successfully completed within the last three (3) years that show the capability and/or the potential to complete projects in excess of $1,000,000.00. 7.
