The applicable NAICS code is 236220 with a small business size standard of $28.5 million. In the event the selected bid exceeds $1,000,000 and is from a large business, it will be necessary for that firm to submit a subcontracting plan that is acceptable to the Government prior to award. Work includes design/build services for construction of a court facility located in the city of Mosul, Iraq. Construct a secure court facility necessary to establish the rule of law in Iraq within the budgeted design/build amounts. The Contractor shall adhere to the concept drawings and construct at the specified location. The exact location and orientation of the judicial facility will be determined by the US Army Corps of Engineers, Gulf Region North District, prior to the solicitation date of 1 April 2006. The design and construction shall adhere to International Building Codes as specified. Work to include all design and construction activities related to this project.The estimated order of magnitude of construction items in terms of physical characteristics and estimated price is between $5,000,000 and $10,000,000. The estimated period of performance for this project is 270 days after notice to proceed.
