The issue date for the following solicitation is January 8, 2007. The U. S. Postal Service is soliciting proposals from prequalified firms to design and construct a new Carrier Annex of approximately 5,500 square feet on a postal-owned site of 2.146 acres located on Palomar Street in Wildomar CA. Estimated cost range is $1.2M-$1.5M. The design-build contractor will be responsible for completing the design documents while conforming to postal standard building design requirements. The work may include design and construction of off-site improvements, and utility improvements and connections. Coordination with local jurisdictions, application, payment and submission for plan check and permits will be required and are the responsibility of the design-build contractor. Design submissions and reviews will be required as specified and based on conceptual documents provided in this solicitation. The work is to be completed in 240 days after notice to proceed. The proposal must contain the offeror's overhead, profit, bonds, insurance, and all other contingencies. No allowance for such items will be made after contract award. The minority subcontracting goal is 11%; the women-owned business subcontracting goal is 6.9%; the small business subcontracting goal is 25%. Offers will not be publicly opened.
