The US Army Corps of Engineers (USACE) Afghanistan Engineer District-North (TAN) intends to issue a Request for Proposal (RFP), W5J9JE-13-R-0024, for the incidental design and construction of the expansion and upgrade of Khair Khot Garrison, Zarghun Shahr District, Paktika Province, Afghanistan. The project will consist of a new compound for a Transient Kandak, an Operations Coordination Center, additional barracks and latrines for existing units already fielded, two literacy training classrooms, and utility upgrades. The improvements will consist of over 25 new structures using Arch Span and concrete/concrete masonry unit (CMU) designs. This procurement will use a lowest price technically acceptable selection process in accordance with FAR Part 15. The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. The impending RFP will result in one Firm-Fixed Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220.
