This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal to provide construction services in support of military projects located in Kandahar, Afghanistan. The project is described as Kandahar Package M20. The solicitation consists of two (2) projects. The projects include: (1) Relocate North Airfield Road. This project entails construction of a 36,000 square meters of road pavement, and shoulder for heavy vehicle traffic. Work will include pavements markings, bridges, drainage culverts, and other necessary site improvements. This project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. (2) North Area Utilities Phase 2. This project entails construction of a North Area Utilities infrastructure to support the additional facilities being constructed in the North Area of Kandahar Airfield. Proposed infrastructure includes wastewater collection and treatment, water wells with chlorine treatment, water distribution lines and electrical distribution lines. This project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. Funds are not currently available for this acquisition. No contract award will be made until appropriated funds are made available. The solicitation will be available over the internet. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. The acquisition will result in a single firm fixed price construction contract awarded based on a best value determination. The performance period is 365 days from Notice to Proceed (NTP). The magnitude of this construction project is between $25,000,000 and $100,000,000. All work is within the secure perimeter of the Kandahar Airfield in Afghanistan. Acquisition Time Line: The RFP will be issued on or about March 3, 2011. Date for a Pre-Proposal Conference and Site Visit will be stated in the RFP. An organized site visit will be conducted. Information on the date and time of the site visit will be conveyed in the RFP. Attendance is not mandatory. The site visit date is subject to change at any time due to air base operations.
