SYNOPSIS: The solicitation shall be issued on an unrestricted basis, inviting full and open competition. It is the intent and objective of the Government to award a Job Order Contract (JOC) for a base period of one year, plus four option years. The work includes, but is not limited to, new construction, repair, alteration, and demolition of existing facilities, design build, modified design build and construction work based on full plans and specifications for facilities within Greece. The work shall predominantly be located at the Naval Support Activity Souda Bay, on the island of Crete. However, work may be requested for other military installations in Greece. The JOC will include pre-determined unit prices and price coefficients. The contractor shall use the offered coefficients to adjust unit prices in the RS Means Facilities Construction Cost Data (RS Means) Book. The Government will issue task orders for various types of projects using the latest edition of the RS Means estimating guide to determine labor hours, equipment, and materials. The typical project is expected to be in the 25.000 to 400.000 Euros range, but projects may range from 2.000 to 1.000.000 Euros. The NAICS Code for this proposed procurement is 236220, Commercial and Institutional Building Construction. The Not to Exceed value of this contract is 20.000.000 Euros, which equates to 4.000.000 Euros per year. The minimum guarantee for the base period is 5.000 Euros. The Request for Proposals (RFP) will be available for viewing and downloading on or about December 11, 2007. Proposal due date is January 10, 2008, 2:00 p.m. Central European Time (CET). The solicitation is formatted as an RFP in accordance with the requirements designated by sections of the FAR 15.203 and NFAS for a negotiated procurement. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government. The Government intends on issuing the RFP Solicitation through the Internet at www.esol.navfac.navy.mil. Amendments will also be posted on the website for downloading. All interested offerors shall register at the website to ensure they are notified of updates or amendments to the solicitation as they occur. No other notice of solicitation activity will be provided to interested offerors. It is the responsibility of each offeror to check the website periodically for any amendments to this solicitation.
