Description: Install Water, Communications and Electrical Infrastructure in the South Park region at Kandahar Airfield, Kandahar Province, Afghanistan. Construct power plant, electrical distribution system, water distribution systems, install communication lines and drainage/dust control layer (gravel) in the South Park area (112 Hectares) of Kandahar Airfield (KAF). The primary facilities include, but are not limited to, all required facilities & plants, piping, ground and elevated storage tanks, electrical grid, and manholes throughout South Park. Construct billeting for approximately 1500 personnel and relocate the sustainment battalion compound into the industrial area at KAF, Kandahar Province, Afghanistan. Facilities will provide billeting, latrines, battalion headquarters, 4 maintenance storage warehouses, 4 building & maintenance office buildings, 4 pole barns, storage yard and supporting infrastructure. Supporting facilities include electrical distribution, communication (fiber optic) distribution, water and sewage distribution systems, mechanical systems, roads, drainage, parking and demolition of existing expeditionary sustainment battalion compound. Anti-Terrorism and Force Protection measures will be included. Billeting will be Government Supplied Re-locatable Buildings (RLB). The magnitude of this construction project is between $25,000,000.00 and $100,000,000.00 USD. The expected contract duration is two hundred seventy (270) calendar days. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-09-R-0017 is 09 January 2009. Tentative date for receipt of proposals is 09 February 2009. A site visit will be tentatively scheduled for 22 January 2009. Tentative date to award the contract is 27 February 2009.
