The U.S. Army corps of Engineers, Afghanistan Engineer District intends to issue a Request for Proposal (RFP) to award a Firm Fixed Price contract to design and construct approximately 28 km of 7m wide asphalt paved road with 1.5m gravel shoulders. The project is from Gardez (69.3033 E, 33.5994 N) to Alamgay (69.4592 E, 33.7304 N) in the Paktya Province of Afghanistan.

The final improved state for the road shall consist of a two lane asphalt paved road 7.0 meters wide with 1.5 meter wide gravel shoulders on both sides of the road (10.0 meter wide total). Road design and construction shall be in accordance with the MRRD, MPW, and AASHTO Standards, latest edition. Good drainage and erosion protection shall be constructed along the entire alignment as needed. Bridges, culverts, gabion crossings, concrete low water crossings and other related drainage structures shall be constructed as required over rivers and wadis. Erosion control structures shall be constructed in flood areas to prevent road blockage and wash-out. Mountainous sections of road have steeper and longer grades and may require significant drainage and slope protection and blasting work. The contractor is responsible to verify site conditions.

Oversight of the Engineer/QAR will be coordinated with the closest AED Resident Office. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 237310. The contractor shall furnish his own labor, materials, equipment, and security to accomplish the requirements. The estimated value of the contract is between $10,000,000.00 and $20,000,000.00. The total schedule for completing the entire work is 540 calendar days after receipt of notice to proceed. The proposed contract will be awarded using lowest price technically acceptable method of selection. Solicitation Number W917PM-08-R-0087 will be available on or about 23 July 2008. Interested parties are advised to submit their proposal 40 days after issuance of the solicitation which will be on or about 01 September 2008.
