GAOA/DM - CARBELLA BOAT RAMP REPLACEMENT - 140L3623Q0003
The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit quotes for the construction of a new boat ramp and decommission of an older, less functional ramp constructed out of precast concrete planks. Project location is 1979 Old Yellowstone Trail S, Emigrant, MT 59027 in Park County. BLM will issue Solicitation Number 140L3623Q0003 via SAM.gov, at the link provided in this notice. A contractor is required to furnish labor, equipment, supplies, and materials to replace Carbella Boat Ramp. Work to include but not limited to; removal of existing boat ramp, construction of a new boat ramp, as well as any related work or other appurtenances in accordance with the drawings and specifications.
Pursuant to Part 13 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue a Request for Quote (RFQ) on or around 13 January 2023. The estimated price range of this acquisition is between $100,000 and $250,000. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237990 and the associated Small Business Size Standard is $39.5 Million.
This acquisition will utilize the three evaluation factors (Price, Technical, and Past Performance) to make a best value award. A firm-fixed priced contract is contemplated. Quotes will be due on or around 13 February 2023 at

The Government anticipates award of this procurement on or around 17 February 2023. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use before 15 November 2023. The time stated for completion shall include final cleanup of the premises.

All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products.
The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
