This project is set aside for the competition of 8(a) firms. Work consists of design and construction of Phase I of the Visiting Quarters at Youngstown Air Reserve Station in Youngstown, Ohio. Phase I base scope of work includes the construction of 8 VQ rooms, 6 Handicap VQ rooms, 5 Business Suites, Dirty and Clean Laundry rooms, Employee Lounge, Guest Service Rooms, lobby with fireplace, and managerial/administrative offices. The total square footage of the base scope of work is about 25,000 squar e feet. Construction includes brick and stone veneer on type 5 construction, standing seam metal roof, operable windows. Construction shall be complete with an elevator, required utilities, storm drainage, communications, electric, HVAC, fire protection s ystems, sidewalks, curbs, parking, fencing, exterior lighting, and grading. The Lodging Facility will be heated with a central hydronic HVAC system. Also included are 6 options. Options 1 through 5 include the construction of 6 VQ rooms per option. Ea ch VQ option includes 2,000 square feet and if all options are selected will increase the size of the Lodging Facility to a total of 35,000 square feet. Option 6 will utilize individual through-the-wall heat pump systems in lieu of the central hydronic HV AC system. Proposals received in response to this solicitation will be evaluated for lowest price/technically acceptable to the Government in accordance with the following criteria: Prime Construction Contractor Experience, Design Firm Experience, Past P erformance, Price and Pro-Forma Requirements. All evaluation factors, other than cost or price, when combined are equal to cost or price. The estimated price range is $5,000,000.00 to $10,000,000.00.
