This project consists of aircraft pavements and facilities, including but not limited to airfield pavements, aprons, runways, taxiways, vehicle access and parking for rotary wing aircrafts, and cargo handling area, to suit the varions mission requirements at Tarin Kowt Air Base in Afghanistan. Contractor shall perform geotechnical investigation. The airfield pavements shall have paved shoulders, pavement marking, and lighting, markings, and tie-downs as required; as well as supporting facilities including but not limited to, anti-terrorism measures, site improvements, drainage, water, sewer, electric service, paving, walks, curbs and gutters. The contractor shall relocate existing utilities, cables, etc., as required for construction. The work shall include the preparation of construction design documents and the construction required to provide fully functional facilities. The facilities shall be designed and constructed in accordance with current US Design Standards, safety, security, ecological standards, applicable local standards and other criteria. The magnitude of this construction project is between $25,000,000.00 and $100,000,000.00 USD. The expected contract duration is four hundred-twenty (420) calendar days after Notice to Proceed; however, the runway and airlift apron projects, along with runway extension and increased airlift apron size are to be completed within three hundred ten (310) calendar days of Notice to Proceed. Plans and specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers, plan rooms or vendors. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) Number W912ER-09-R-0027 is 23 April 2009. Tentative date for receipt of proposals is 06 June 2009. A site visit will be tentatively scheduled for 06 May 2009. Tentative date to award the contract is 06 July 2009.
