Design and Construction of an ANA Corps Support Battalion (CSB) Compound at ANA Garrison at Camp Zafar, Herat, Afghanistan


The U.S. Army Corps of Engineers, Afghanistan Engineer District intends to issue a Request for Proposal (RFP) , solicitation number W917PM-09-R-0068, to award a Firm-Fixed Price contract for the design/construction of a 1400- man installation in support of the Afghan National Army located adjacent to the ANA Garrison at Camp Zafar, Herat, Afghanistan.

The contractor shall perform work to consist of a topographic survey, installation master planning, design and construction of a corps support battalion (CSB). The CSB requires various buildings, facilities and infrastructure for hosting 700 soldiers and master planning the compound for future expansion up to 1400 total soldiers. Examples of some of the facilities that will be part of the scope but not limited to are: barracks for 700 personnel, battalion headquarters building, dining facilities with seating for 500-1000, laundry facility, gym facility, large capacity vehicle maintenance facilities & appropriate storage/warehouse facilities plus fuel storage and fuel distribution capacity, gravel parking for 1000 logistic vehicles, medical clinic, vehicle wash racks, small arms storage, armory security building, and entry control point facilities.

The Contractors will also provide construction services for the following: power plant and electrical distribution system, raw water sources, water distribution system, waste water treatment plants, sanitary sewer system, access road (2 kilometers approx) and road network on new base; construction of perimeter wall IAW AT/FP measures, landscaping, and ground water runoff drainage system which shall be designed for a 1400 total personnel future load. The construction site will be approximately 436,000 SM.

The award for this procurement will be made in accordance with the applicable federal acquisition regulations. The applicable NAICS code is 236220. The magnitude of this requirement in terms of price is between $25,000,000.00 and $100,000,000.00.

The solicitation will be posted on or about 12 May 2009, to the Army Single Face of Industrys (ASFI) website https://acqusition.army.mil and the Afghanistan Engineer District's website http://www.aed.usace.army.mil.
