The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to Gerstel, Inc., 701 Digital Drive, Suite J, Linthicum, Maryland, for purchase of (4) XYZ Robot-based Multipurpose Autosampler Systems (MPS2) with the 2 position peltier single drawer coolstack.

The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instument Manufacturing.


The XYZ Robot-based Multipurpose Autosampler Systems (MPS2) will be used to provide automated liquid inlet injections of samples for the measurement of trans fatty acids in human plasma and serum. The MPS2 systems allow more samples to be analyzed in a single experiment and are projected to increase lab throughput by more than 100% for following trans fatty acids. This allows the NCEH to meet its research time-requirements.

Gerstel, Inc. is the sole manufacturer of the patented MPS2 equipment. Therefore, Gerstel, Inc. is the only source for this requirement.NCEH currently has (11) MPS2 systems configured for use with our existing chromatography and analytical technology and the use of MPS2 systems minimizes the amount of time required to modify a method on a comparable instrument. Using another Autosampler system would require additonal time and resources due to additional equipment training. In addition, use of another type of Autosampler would increase the time and resources required for method development, since NCEH would need to spend 1-4 months revalidating methods, reprogramming software, and checking instrument sensitivity.

As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Gerstel, Inc. The Contracting Officer will not respond to verbal requests. All requests must be in writing.

A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
