THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Olympus America Inc., 3500 Corporate Pkwy., Center Valley, PA 18034. The reference number NHLBI-PB-(HL)-2008-171-DDC. The Government’s estimated expected delivery date is thirty calendar days after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The items to be purchase are: Item (1) PZ2200-XYZLE-IX2,ASI MOT XY Piezo Z+ LIN ENC, MS3,200UM TRAV, catalog #OAS-PZ22LE-IX2, quantity one (1) each, Item (2) 1-2091;SI-INV-UNI insert for multiple slides and small Petris, catalog #OAS-3091, quantity one (1) each. Market Research was conducted by the Government and two small businesses were contacted. The sole source determination is based on the fact that this Olympus XYZ Piezo-Controlled Microscope Stage, is necessary to provide additional capabilities for an existing microscope (NIH) #01643217, S/N 6M25294) in the Light Microscopy Core Facility (LMCF). This system will be used to allow for the computer controlled multi-cell tracking during long-term experiments. This is the only type of stage that will allow for quick z-sectioning which requires fast precise movement (to 0c5 microns) and a relatively large travel range (200 microns). In addition only this stage will fit into the microscope configuration and allow free rotation of many microscope objectives without disassembling the stage between experiments. Olympus America Inc., is the only manufacture to the XYZPiezo-Controlled Microscope Stage system which fulfills the government’s requirement. Industry Classification (NAICS) Code is 334516 Analytical Laboratory Instrument Manufacturing. Size Standard is 500 employees. The small business set-aside does not apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
