NOTICE TO OFFERORS EXEMPT REQUEST FOR SEALED PROPOSALS (XRFP) Description: LIHUE CIVIC CENTER REDEVELOPMENT Request Agency: The County of Kaua‘i is requesting proposals to the CIP Program Manager for the Department of the Office of the Mayor. The County of Kauai is seeking proposals from persons or firms who meet the qualifications described herein to enter into a Ground Lease and Project Development Agreement with the Developer with respect to the planning, design, build (construction), financing, operation, and maintenance of a vertical mixed-use development with a multi-family housing rental component for residents and families of low, moderate and workforce income levels, intended for individuals and families at or below 160% Area Median Income (AMI). The project includes commercial uses on County-owned land. The Project involves the redevelopment of County owned property into affordable and workforce rental housing for singles, couples, and families along with parking and common use amenities. Additionally, the project contemplates development of commercial spaces. These new uses would be in addition to, and complement the existing governmental office operations currently located at the property. Proposals shall be received no later than 3:00 p.m., HST, May 3, 2021 , electronically via the Public Purchase System: Before any Offeror enters into a contract to perform services in excess of $25,000 for any governmental agency, the Offeror must, wherein applicable, comply with the provisions of HRS §103-55, regulating wages and hours and working conditions of employees of contractors supplying services to governmental agencies, and shall complete the wage certificate for service contracts as provided in the County’s Schedule ‘F’. PRE-PROPOSAL CONFERENCE All interested parties, developers, lenders, contractors, subcontractors, and respective union representatives are invited to attend a non-mandatory pre-proposal presentation. The purpose of the pre-proposal presentation is to provide Offerors an opportunity to be briefed on this procurement and to ask any questions about this procurement. The preproposal presentation is not mandatory, however, Offerors are encouraged to attend to gain a better understanding of the requirements of this XRFP. Offerors are advised that anything discussed at the pre-proposal presentation does not change any part of this XRFP. All changes and/or clarifications to this XRFP shall be done in the form of an addendum.
