The Department of Homeland Security, Office of Procurement Operations, intends to enter negotiations on a sole sourced basis with Malvern Panalytical, Inc., 117 Flanders Road, Westborough, MA  01581.  This requirement will result in a FIRM FIXED PRICE contract.  The contractor will provide 4-year service maintenance for the X'PERT PRO, which is a scientific device for performing measurements of the crystal properties by X-ray diffraction (XRD).  The proposed contract intends to solicit and negotiate with only one source under the authority of FAR 13.1.  Interested sources may identify their interest and capabilty to respond to the requirement.  Information received will be solely for the purpose of determining whether to conduct a competitive procurement.  Responses must be received no later than 10:00am, EST, Wednesday, February 14, 2018
