This is a synopsis prepared in accordance with the format in FAR Part 13, Simplified Acquisitions Procedures.  This is a Notice of Intent.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The announcement number for this acquisition is RFQ-NIH3439932 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1)  Only one responsible source and no other supplies or services will satisfy agency requirements.  The anticipated award date is August 6, 2014.This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 423440 and has a company size of 100 employees.

The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of National Institute of Nursing Research intends to procure on a sole source basis from Seahorse Bioscience, Inc. a Extracellular Flux Analyzer, XFp FluxPak, Cell Mito Stress Test Kit, a Glycolysis Stress Test Kit, XF Base Medium. The Seahorse Extracellular Flux Analyzer measures mitochondrial respiratory status by detecting metabolites of respiration. Normal polymerase chain reaction machines detect amplified genes. This machine differs by detecting amplified metabolite products instead of genes.Seahorse Bioscience iExtracellular Flux Analyzer is only manufactured by Seahorse Bioscience.
