The National Institute of Standards and Technology, Organic Chemical Measurement Science Group, intends to negotiate on a sole source basis, under the authority FAR 13.106-1(b)(1), with Kirkland Johnny, in Shoreham, NY 11786 for XDAC Software.

The contractor shall provide software improvements of beamline data acquisition and control software (XDAC) for NSLS-II. Specifically, the contractor shall:

1. Interface Beamline Plane Grating Monochromator, mirror and grating controls and encoders.
2. Create macros to configure beamline for each experimental station.
3. Create tuning tables for second crystal pitch of Beamline Double Crystal Monochromator.

Sole Source Justification is based on the following:

NIST operated five (5) synchrotron beamline laboratories at the National Synchrotron Light Source (NSLS) located at the Department of Energy's Brookhaven National Laboratory. The data acquisition and control software for five NIST controlled beamlines is called XDAC. XDAC is proprietary software to Owner/Developer Johnny P. Kirkland.

Market research determined that Kirkland, Johnny is the only source for these services who has access to the following: proprietary software and procedures. Kirkland, Johnny does not provide these proprietary resources to third party vendors. Other software programs are not compatible with the synchrotron beamlines. As such, NIST has determined Kirkland, Johnny to be the only source reasonably available.

The resulting order will be a Firm-Fixed Price purchase order.

No solicitation package will be issued. This notice is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 5/27/2019 will be considered by the Government.
