Enid CBOC Lease
Statement of Work
Due to new initiatives and a growing Veteran population in the region, the Department of Veterans Affairs (VA) is seeking commercial lease space for use as a Community Based Outpatient Clinic in Enid, OK. The VA is seeking to lease approximately 6,000 net usable square feet (7,000 8,000 RSF) of clinical space.
The space must be handicap and public transportation accessible, ABA compliant and the finished, modified lease space must comply with VA Barrier Free Design Guide (PG-18-13): http://www.cfm.va.gov/til/dGuide/dgBarrFree.pdf. The building and parking area must be fully accessible meeting all requirements of the Architectural Barriers Act Accessibility Standard (ABAAS). The space can be provided by modification of existing space. The space is to be located in an area that is visible and can accommodate easy access for Veterans. The lease is to be able to accommodateÃÂ two (2) PACT teamlets, in addition to Mental Health Space and specialty care.
The lease is to meet VA Police and VA OIT security requirements for CBOCs. The following IT requirements are not exhaustive:
Telecom rooms containing IT equipment shall have static-dissipative flooring.
All telecom walls shall be wrapped in 3/4 fire retarded plywood over GWB and shall be topped out
Overhead areas which enable entry into the telecom room from an unsecured room shall be barricaded by the installation of a suitable partition in the space which prevents up and over" access.
All telecom circuits shall be on critical power. There shall be a minimum of three (3) circuits for the first rack and two (2) circuits for ever rack following. (VA will install rack mounted Uninterrupted Power Supply (UPS) on all rack with equipment requiring power.) Install one (1) 30A twist lock receptacle for UPS (VA Provided).
Heating Ventilation and Air Conditioning (HVAC): Telecom room shall be a temp of 64 75 degrees F with relative humidity of 30% to 55% consisting of 1 cold supply and 1 hot return.
The lease space must be within the Enid city limits.
Occupancy of the space 06/01/2021.
All services, supplies, utilities, partitioning, and required alterations are to be provided as part of the rental consideration.

Full or Part Day Service depending on the size and daily traffic of the clinic

On-site parking spaces (minimum 60 spaces, minimum 2 parking spaces designated van-accessible/handicapped ADA-compliant parking or minimum number of spaces required by local codes, whichever is more stringent)
Initial and replacement lamps, tubes, and ballasts
Pest control
Preventive pest control
Same day response to reports of the presence of pests
Lawn and landscaping maintenance
Lease will be a 5-year fixed firm term lease with five 1-year option terms
New or older, very well maintained (with minimal build-out costs)
Handicapped accessible
Prefer space to be located on one floor
Building security and badge-access ability to ensure safety of sensitive business documents
Provides VA with ability to secure offices/clinic space; e.g. key, ID codes
VA specified directional signage, internal and external
No ACM (no asbestos containing materials)
