This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The request for quotation (RFQ) number is HSCG80-04-Q-3FA403. This synopsis/solicitation constitutes a request for quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-22. The NAICS code is 721110 with a small business size standard of $6,000,000.00. This acquisition is being solicited based on full and open competition.The acquisition is: ITEM 0001: Provide Temporary Messing and Berthing. 3.1 The Contractor shall provide quality temporary berthing and healthy, appetizing, and nutritious messing (including wait staff gratuities) for _6_ Coast Guard personnel within a 20-mile radius of Master Marine Inc., 14284 Shell Belt Road, Bayou La Batre for a period of 89 days. Provide 4 single occupancy and 1 double occupancy rooms for Coast Guard personnel during this period. Check in is May 10, 2004 and checkout is August 7, 2004. In addition provide same services for 11 Coast Guard personnel for a period of 14 days. Provide 1 single occupancy and 5 double occupancy rooms. Check in is May 10, 2004 and checkout is May 17, 2004, a second week is for Check in on July 31, 2004 and checkout August 7, 2004. 3.1.1 Commencement and completion. Messing shall commence with providing lunch on the start date and end with providing breakfast on the completion date of the availability. Use of berthing shall begin on the start date, at the Berthing facility’s normal check-in time and end on the completion date of the availability, at the normal checkout time. 3.1.2 Breakfast: Breakfast choices shall include fresh fruit juices, milk, cereals, eggs to order, pancakes, French toast or waffles; bacon and another breakfast meat; potatoes or grits; toast or pastry; choice of coffee or tea; butter, margarine, syrup and jelly or jam. 3.1.3 Lunch & Dinner: Lunch and Dinner shall include a choice of three different Entrées including a salad, and side dishes, accompanied by the appropriate sauces, gravies, or salad dressings; choice of beverage. Each meal shall be served with a choice of bread and butter or margarine; soup, fruits, and dessert. Entrée choices shall vary in a manner not to repeat within a 3-day period. 3.1.4 Take-out Meals: Provide approximately 0 carry-out meals for pick-up by Coast Guard personnel during breakfast and dinner. Provide approximately 6 to 17 carry-out meals for pick-up by Coast Guard personnel for lunch. Box lunches may not be necessary if the hotel has a facility that can offer lunches. 3.2 Regulations and standards. All berthing facilities provided shall: 3.2.1 Meet the Hotel and Motel Fire Safety Act of 1990 (PL101-391) and be listed on the Hotel-Motel Master List (see 5.1 (Hotel and Motel Fire Safety Act of 1990 (PL101-391))). 3.2.2 Meet, at a minimum, the requirements for a Mobil Travel Guide Rating of two stars or AAA Diamond Rating of two diamonds and include free parking for _2_ vehicles. Berthing will include daily cleaning, change of linen, and replenishment of toiletries (see 5.2 herein). 4. QUALITY ASSURANCE No additional requirements. 5. NOTES 5.1 Hotel and Motel Fire Safety Act of 1990 (PL101-391). Information on the Safety Act and the Master Hotel list can be found at http://www.usfa.fema.gov/applications/hotel/. 5.2 Rating criteria. Rating criteria can be found at the following websites: AAA/CAA - http://www.aaanewsroom.net/Main.asp?ListAllPubs=1&CategoryID=9& Select “Diamond Ratings.” MOBIL Travel Guide - http://www.exxonmobiltravel.com/ Select “Mobil Stars” then “Restaurant Stars” or “Lodging Stars.” Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (Jan 2004), with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items (Oct 2003) applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (Apr 2004) applies to this acquisition. Check the clauses in paragraph (b) as follows: (5), (7), (11), (12), (13), (14), (15), (21) and (24). Check the clauses in paragraph (c) as follows: (1) and (2). For paragraph 2, the equivalent classes of service employees and rates for federal hires are as follows: Front Desk Clerk: $7.94-$13.59, Janitor; $8.96 ; Cook $15.73 and Maid: $7.41-9.38.
