This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

1. This solicitation, W9124V-12-T-0015, is being issued as a request for quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-58. The contractor shall provide all plant, labor and materials necessary to provide hotel rooms and meals to Montana Army National Guard Soldiers training in the vicinity of Texas A&M University. The various dates and numbers of hotel room and meals required are specified in the statement of work included below.

2. Third party offerors shall include the additional information requested in the following lettered paragraphs (a through c). Failure to provide this information with any quote may deem the quote to be technically unacceptable and/or non-responsive. For a proposal submitted by an offeror that is not a, the offeror must provide the following:

a. A separate document describing the technical approach for the offerors services as a prime contractor. The technical approach must state that a representative from the third party will be available full-time during the inclusive dates of the requirement. The technical approach must include the third party representative's name and contact information; and

b. A copy of a signed written agreement between the third party offeror and hotel/food service vendor (who has the authority of the hotel/food service vendor) which states that the third party has been given the authority to propose a quote for the stated hotel/food service vendor. The agreement must state the required period of performance and that the caterer has the ability to perform for the stated period of performance. This agreement must not be dated before the date of this solicitation and no later than the offer due date; and

c. A copy of all insurance(s) (standard business, liability, extraordinary insurances) must be submitted with the offerors technical proposal for evaluation purposes.

3. Statement of Work

a. Lodging:

The contractor's hotel or shall meet the following minimum standards:
1. Are not undergoing renovation or remodeling during the time of conference;
2. Hotel will be within a reasonable distance from the delivery address, John B. Connally Building (301 Tarrow St, College Station, TX 77840-7896), not to exceed 25 miles. Rooms will be provided for 25 Soldiers;
3. The contractor shall provide sleeping facilities that are furnished solely on the basis of one individual to a bed with no more than two individuals to a room for double occupancy. Rooms shall have either 2 double beds, or one queen or king size bed, dresser, desk and chair or love seat/sofa, TV with cable or satellite service and TV remote;
4. The contractor shall clean, vacuum and dust guest rooms and sanitize bathrooms on a daily basis. Clean and sanitized drinking cups/glasses will be replenished by the contractor and garbage removed from trash cans on adaily basis;
5. Fire and Safety. The contractor's facility shall comply with applicable fire and safety codes and regulations.; and
6. Miscellaneous Services. The government will not be responsible for any miscellaneous charges incurred by Soldier. The contractor shall explain to the participant that miscellaneous services are not covered by this contract and are payable by the participant, such as personal telephone charges, pay-for-view, room service, internet service, meals in excess of the contract requirements, and other such services.

The time, date and room set-up for all meals will be confirmed with the Government POC. The Government will not pay for any alcoholic beverages

c. Government may make additions or deletions to the number of meals and/or hotel rooms required during the contract period, and will provide a 72-hour notice to the contractor; the Government will not be liable for any hotel rooms and/or meals cancelled at least 72 hours prior to the stated need.

d. All service fees and gratuities will be included in the cost of the meals.

The government reserves the right to make multiple awards resulting from this RFQ.

Additional requirements apply to third-party offerors; these requirements are contained elsewhere in this solicitation.

52.212-2, Evaluation-- Commercial Items (January 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and Technical Capability. If services from offerors are found to be technically equivalent, price will be the determining factor.
