The Department of Homeland Security, Office of Procurement Operations, Federal Protective Service Acquisition Division, East Consolidated Contracting Group intends to procure armed protective security officer services at various locations throughout the West Virginia Panhandle, which is comprised of WV counties of Berkeley, Jefferson, and Morgan and the VA county of Frederick. This requirement is being solicited as a commercial item in accordance with FAR Part 12.

It is anticipated that a single award, indefinite delivery/indefinite quantity (IDIQ) type contract with fixed price provisions will be established as a result of the solicitation. The contract will consist of a 12-month base period followed by four 12-month options with an additional 6-month option pursuant to FAR 52.217-8. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $20.5 million

As an integral part of this security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish this requirement. The RFP will require the submission of a technical proposal as well as a price proposal. All proposals received from industry will be evaluated using Best Value Trade-Off Procedures. This requirement is being solicited unrestricted.

A Pre-Proposal Conference will be conducted at the FPS-AD office in Philadelphia on Thursday, January 25, 2018 at 2:00 pm. All interested parties are invited to attend a briefing of this procurement. The briefing will cover items such as a summary of the evaluation criteria, explanation of relevant past performance, supervisory post exhibit, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended. Contractors wishing to attend the conference should email Jessica Rodriguez, at [email protected] with the point of contact information of everyone who will attend the pre-proposal conference. The request shall include company information, such as the Company name, address, DUNS #, Cage Code, Business Size designation, address, phone number, and email address. Please also state whether attendees have previously attended a FPS PSO pre-proposal conference in the past. A list of contractors who attend the pre-proposal conference will be posted to FBO via amendment after the pre-proposal conference. If contractors wish to exclude the names, phone numbers and email addresses of attendees, you must state so in your email request for attendance.
