The government intends to solicit and negotiate with one source under the authority of FAR 13.106(b)(1) and FAR 6.302-1(a)(2)(iii). The proposed source is Wright State University. The purchase is for study on treatment for chlorinated hydrocarbons (CHCs) (please see attached justification). This is a follow on requirement. Wright State University has been an integral part of this requirement since 2012, and has a unique knowledge of this specific project. This notice of intent is not a request for competitive quotations. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
