March 13, 2023 The Washington State Patrol (WSP), contemplates awarding a sole source contract to Flight & Safety International to provide WSP maintenance technicians with required Beechcraft King Air 200 Master Technician training. FlightSafety International (FSI) has been providing professional aviation technician training, simulator training, and ground training since 1951 and has established itself as one of the premier flight and technician training companies in the world. FSI is the only maintenance training provider with four (4) maintenance only learning centers dedicated solely to maintenance technician training. All FSI maintenance courseware is developed, coordinated with and audited by the manufacturers. All maintenance course content is from official manufacturer’s documentation for all aircraft models. FSI is the only maintenance training provider with the Master Technician program which allows the technicians to reach the highest level of expertise and competence on individual aircraft models. Over 3200 technicians training with FSI have reached the Master Technician level. FSI provides pre-course study materials for the technicians 30 days prior to training and 60 days after training. FSI is the only Original Equipment Manufacturer (OEM) approved training provider and FSI is ISO 9001 approved. WSP will enter into a five (5) year contract with Flight & Safety International. The contract will be issued on or after February 19, 2023 and will continue for a one year initial term. The cost of this one year contract is $154,170.00. WSP may opt to extend the contract for an additional four (4) times in one (1) year increments if required. WSP determines that each optional additional one year extension would result in equal (and/or slightly higher) consideration being added to the total contract value. Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within five (5) working days of this announcement. Capability statements should address the following state requirements: •Courseware that is developed, coordinated with and audited by the manufacturer; •All maintenance course content is developed from official manufacturer’s documentation for allaircraft models; •Master Technician program which allows the technicians to reach the highest level ofexpertise and competence on individual aircraft models; and •Original Equipment Manufacturer (OEM) approved training provider that is ISO 9001approved.In the absence of other qualified sources, it is the state’s intent to make a sole source award of the contract.
