The 11th Contracting Squadron, Andrews AFB, Maryland, intends to award a sole source contract to WSI Corporation located at 400 Minuteman Road, Andover, MA 01810 to acquire to provide 20 WSI Pilotbrief Optima bundles which is a planning tool to aid in navigating around hazardous weather (storms, turbulence, icing and volcanic ash) in the CONUS and OCONUS. WSI Pilotbrief Optima is the professional aviation weather solution allowing pilots to understand the complex structure of a storm system and understand whether the threat is building or dissipating.

The contract will result in a firm fixed price purchase for a base period and four (4) one year option periods. Negotiation will be conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Vendors may identify their interest and capability to respond to the requirement.

This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
