The City of Long Beach is seeking qualified firms to provide written translation and oral interpretation services for the Department of Development Services. The City of Long Beach adopted the Language Access Policy (LAP) on August 13, 2013. This policy establishes standards and procedures for providing equal access to City services and programs to all residents, including those with limited proficiency in English. This policy exceeds the State requirement under the California Dymally-Alatorre Bilingual Services Act, Government Code 7290 et seq., which generally requires state and local public agencies serving a substantial number of limited English-speaking people to provide services and materials in the language(s) spoken by those persons, to the extent that funding is available. The LAP applies to the Spanish, Khmer and Tagalog languages, as local data demonstrates these languages, other than English, are the most commonly spoken among Long Beach residents. These languages will hereby be referred to as LAP Languages. The City of Long Beach, Department of Development Services, desires to engage the services of one or more professional translation providers to assist in the implementation of several sections of the LAP. Services are required for sections related to written translation of City documents and forms, including web pages and sections related to oral interpretation for voicemail/phone messaging compliance and public meetings. The City invites agencies experienced in court-certified translation and interpretation to submit qualifications and cost proposals. The deadline to submit questions in writing is January 29, 2015 to
