INSTRUCTIONS TO OFFERORS

In addition to the items specified in the solicitation provision above, the following information is necessary to enable proper evaluation of offers in response to this solicitation:

(a)     Provide three (3) examples of technical capability in performing writing and editing services for the government or non-governmental clients;

(b)     Provide resumes of Contractor's personnel that would perform work under the contract;

(c)     Provide three (3) samples of writing experience from Contractor's personnel that would perform work under the contract;

(d)     Provide documentation on the Contractor's quality of work for writing and editing from past performances while servicing the governmental or non-governmental entities;

(e)     Provide three (3) references where work performed was of a similar nature to  the  Work Statement and performed within the past two (2) years;

 EVALUATION

           (a) The Government will award a contract to the responsible offeror from this solicitation whose offer will be most advantageous to the Government, price and other factors considered.  The following factors shall be used to evaluate offers:

1.       Technically acceptable;

2.       Past performance;

3.       Price.
