The 17th Contracting Squadron at Goodfellow AFB, TX, is conducting market research to identify qualified small businesses capable of providing wrecked vehicles for fire training.  

This RFI is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services.  Your response to this RFI will be treated as information only.  No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information.  This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.  No funds have been authorized, appropriated, or received for this effort.  The information provided may be used by the Air Force in developing its acquisition strategy and performance specifications.  Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.  The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to it.   

The purpose of this RFI is assessment of industry capabilities and interest. This sources sought will aid the Government in determining whether small business contractors can perform the effort. The NAICS Code determined appropriate for this acquisition is 441120, Used Car Dealers. The size standard associated with NAICS 441120 is  $27M.  Firms responding to this announcement shall indicate their business size for NAICS code 441120. Please include your CAGE Code and DUNS number as well.

The tentative period of performance will be a one base year, four option years, and one six month option to extend services.  The period of performance is estimated to begin approximately 1 November 2020.

The following is an outline of the requirement:

Contractor shall provide wrecked vehicles for use in vehicle extrication training conducted by the 312thTRS, Fire Protection Training Flight. Services shall be ordered by government representatives appointed in writing by the Contracting Officer and services shall be performed as listed below:

a. As a minimum, each vehicle shall have a steering column and steering wheel(intact, not hanging or broken); full dashboard; full glass windshield intact (may be chipped or cracked, but students must be able to break glass and perform rescue operations); full glass windows; full glass rear window intact (may be chipped or cracked, but not shattered or broken out); front seats; two fenders; operational doors (two or four door); operational trunk lid (with or without lock set); an operational hood that is securely fastened to the vehicle; four tires (tires may be flat); and four wheels (car must be able to roll). No convertible top vehicles because vehicles must have a roof. No batteries. Vehicles must be free of fluids upon delivery. Vehicles may be delivered without engine or transmission.


b. The basic class will normally be ordered in lots of four. Vehicles cannot be burned.Vehicles must be able to accommodate a human size dummy for rescue operations. All vehicles must contain at least two rolled up windows.


c. Upon completion of training, vehicles shall be removed from the site. During thetraining exercises which the vehicles are used, the doors, top, windows, and windshields will be removed. Additionally, the steering wheel and steering column will be pulled out. The dashboard will be forcibly moved out of the way for removal of the driver and passenger. Upon completion of training, all auto parts will be placed back inside the frame of the vehicle and the vehicle shall be disposed of by the contractor.


Vehicles will be delivered and picked up on the north side of Building 3453 on the concrete pad area. Only authorized personnel can contact contractor for delivery. These authorized personnel will work in the 312th Resources Office or the 312th Fire Flight Supply Office.
