WATER QUALITY CONTROL FACILITY ADMINISTRATION BUILDING REQUEST FOR BIDS The City of Patterson is soliciting a request for bids for construction for the WQCF Administration Building. The work consists of a new, LEED Certified, 3,270 square foot, ground-up one-story wood- framed Administration Building with a laboratory, offices, restrooms, lockers, parking (covered and uncovered), security gates and fencing, and landscaping as shown on the Plans, entitled: “WQCF Administration Building” all other Plans, Drawings, Specifications, and the provisions of this Contract. The City of Patterson hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religious creed, sex, or national origin in consideration for an award. The bidder must meet the minimum Disadvantaged Business Enterprise goal described in Article 5 of Section 00 45 54 to be considered responsive. Sealed Bids will be received until April 21, 2021 at 2:00 p.m. (local time) by the Engineering, Building and Capital Projects Department of the City of Patterson at 1 Plaza, Patterson, California 95363 for the WQCF Administration Building. Bids shall be dropped off or mailed to the Engineering, Building and Capital Projects Department of the City of Patterson. The opening of the bids will be broadcasted live Zoom Meeting. An addendum will be released with instructions on how to log onto the Zoom Meeting. Please knock on City Hall door to drop off the sealed Bids. As soon as practical thereafter, sealed bids for the project will be publicly opened and read. Bids shall be submitted in a sealed envelope with the name of the bidder, the bidder’s state registration number, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline or without the required registration number will be returned unopened to the bidder. The City will conduct a non-mandatory pre-bid jobsite meeting tour to familiarize prospective bidders with the project and site conditions. The meeting will be conducted at 10:00 am on March 25, 2021. Bidders/bid walk attendees (Attendees) shall assemble at City of Patterson City Hall Council Chambers located at 1 Plaza, Patterson, CA; the tour will then proceed to the City’s Water Quality Control Facility (WQCF) on located on Poplar Avenue. This is the only time that the WQCF will be open for inspection. Attendees who wish to attend may do so if they comply with State of California and Stanislaus County health orders and meet the following requirements: maintain social distance, wear a face covering, cover your sneeze and cough (do not cough/sneeze into your hands), and no physical contact. Attendees must bring their own face covering and a pen to sign the sign-in sheet. Attendees who do not meet the above requirements will not be allowed to leave their vehicles. If you feel sick or have been exposed to anyone who is sick, have a cough or fever, or other COVID-19 symptoms, do not attend the pre-bid jobsite inspection. No more than two persons per bidder shall be allowed at the pre-bid jobsite inspection.
