Changes: Amendment #1 which incorporates revised specifications as well as revised drawings and the latest wage determination: Wage Determination OH080029, dated 3 July 2009. 

Additionally, there will be another organized site visit scheduled for Thursday, 16 July 2009 at 9:00AM for those who missed the previous site-visit. Information regarding the site-visit is posted below:

The public parking lot infront of Gate 1B, Area B, Wright-Patterson AFB OH.
Transportation may be provided for those attendees that do not currently have Base passes. Attendees will meet outside of Gate 1B in the small parking lot located outside the gate and across Springfield Street. Departure will be at 0845 hrs. Please comply with para (d) below.

3) All offerors planning to attend shall submit the names and social security numbers of all attendees (not to exceed two individuals) to [email protected], or telephone 937-522-4613, NLT NOON 15 July 2009. This information must be provided in advance in order to ensure access to the military base and adequate space for all visit attendees. The Government reserves the right to refuse access to anyone not complying with this paragraph.

Solicitation: Project ZHTV0700191. This RESTRICTED ACQUISITION is set aside for HUBzone concerns. The Period of Performance is 300 days.

NAICS CODE: 236220. Size Standard $33.5M Renovate Facility Phase 1, Facility 20011. This project is phase I of a multi-phase whole building renovation plan. This phase includes complete replacement of all air handling units, the heat exchanger, electrical distribution switchboard and circuit breakers. All restrooms will be completely replaced, some in different locations than the existing. A new sanitary sewer line will be installed. The site of the work is Wright-Patterson Air Force Base, Ohio.

Special Requirement/Considerations: The building will remain occupied during this construction. Many of the new utility lines will be above the ceiling in the corridor requiring the contractor to plan his work to meet fire safety requirements for egress. The air handler and associated ductwork replacement will need to be accomplished during the no heat/no cool time of the year requiring the contractor to plan ahead to have all his material on the site before he begins demolition. The restroom work will be phased to allow the occupants to have access to at least one working restroom at all times during the construction. All this phasing of work will require the contractor to be able to manage multiple disciplines in order to minimize detrimental effects to building occupants. Constant communication with the building occupants and the fire department will be critical. The main occupants of this building are Air Force lawyers and the OSI. An unscheduled power outage could cause a mission impact for these organizations and therefore is unacceptable.

Estimated Cost of proposed Acquisition is between $1,000,000 and $5,000,000.
