The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation N00024-19-T-2221 on a sole-source basis to Modutech Marine Inc., located in Tacoma, WA, for an estimated five (5) 25' Workboat Dockings. This firm has the requisite background knowledge and experience required. Under FAR Part 8.405-6(a)(1)(i)(C) the new work is planned as a logical follow on to original Federal Supply Schedule Delivery Orders Number N00024-14-F-2200 dated 31 March 2014, N0024-12-F-2232 dated 16 February 2012, and N00024-06-F-2208 dated 12 January 2006. The original orders were placed competitively in accordance with the applicable Federal Supply Schedule ordering procedures. Commander, Naval Installations Command (CNIC) requires four (4) 25' Workboat Docking with integrated equipment discussed below, with delivery no later than September 2020. This is a unique and critical requirement for the CNIC, which is assigned specialized missions throughout the world. Interested parties must demonstrate attainment of these requirements for any craft offered in accordance with the authorities shown below:

1. Steel boats - 25' in hull length, 14' max beam
2. Single Azimuthing Z Drive
3. Bollard Thrust of 10,000 pounds
4. Forward and aft H-bitts
5. Heavy duty fendering and pusher knees
6. Hydraulic winches
7. Overhead line guard
8. Crew of three w/ up to four additional personnel
9. Four (4) vessels to be delivered to Kittery, ME by September 2020.

The intent of this notice is not to solicit competitive offers. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.

NAVSEA plans to issue a competitive solicitation in FY20 for an estimated ten (10) additional Workboat Docking boats based on market research performed under N00024-19-R-2211.
