The Regional Health Contracting Office - Central at Fort Sam Houston, Texas, intends to award a sole source contract to Woodway USA, Inc. for Woodway Pro XL 27 and Walkerview Treadmills for William Beaumont Army Medical Center, Fort Bliss, Texas.

The Office of the Surgeon General is requiring that this type of equipment be ordered specific to the Senior Leader Sustainment Program. Woodway treadmills utilize a slat belt system that was designed by specialists from the Institute of Cardiovascular and Sports Medicine in Cologne, Germany. Woodway USA, Inc. is the only company in the USA to utilize this running surface and drive system on their motorized treadmills. These treadmills will provide real-time feedback on gait, overall body movement and posture while walking or running. Running gait analysis will be a key component of the SLS program. Woodway USA, Inc. is the sole manufacturer and provider of these treadmills.

The statutory authority permitting this award without providing for full and open competition is 41 U.S.C. 1901, as cited in FAR 13.106(b)(1)(i) which authorizes the government to award contracts when there is only one responsible source and no other supplies or services will satisfy agency requirements.
